Canada Soccer Club Licensing for Saskatchewan Soccer Association Members
During the SSA Fall Member Session in November 2018 (Saskatoon), the presentation from Dave Nutt (Canada Soccer – Manager of Development – Operations) provided detailed insight into the Club Licensing Program and the impact that it will have throughout Canada. Furthermore, the presentation from Rahim Z Mohamed (SSA Director of Soccer) provided insight into how Club Licensing will be implemented within Saskatchewan.The goal of the program is to guide member organizations throughout the country towards best principles for organizational development both on and off the field. The primary goals of the Canada Soccer Club Licensing Program are to:
- Set clearly defined standards and expectations for member organizations;
- Recognize excellence in the soccer community;
- Raise the level of all soccer organizations throughout Canada; and,
- Drive change in the soccer system.

Reward | MOs who achieve any of the Club Licensing levels will receive additional consideration through the allocation of MAP Grant funding |
Recognition | All MOs who achieve a Club Licensing level will be provided with marketing collateral stating their level of achievement and will receive recognition on the SSA Website |
Differentiation | As soccer continues to evolve, being a part of the Club Licensing program allows for MOs to differentiate themselves as a part of a standards based program compared to other sport and other soccer organizations. |
Accessibility to Competition |
As a part of the Stream Based Competition Designation chart (see below), only MO who achieve PTSO Level 1, PTSO Level 2 or National Youth Club License (NYCL) will be able to operate in the Competitive Youth Stream. Additionally, only organizations who achieve National Youth Club License will be able to participate in the Player Development Program which is a Canada Wide Standards-Based league with five regional divisions. |
The below chart will help to illustrate the different streams of participation and the competitions that reside within them. In addition to the competitions per stream, please see the coaching standards that will be required as well.

Due to the intake for PTSO Level 1 and Level 2 applications being October 1, 2020, the requirement for achievement of Level 1 or Level 2 classification from Canada Soccer through the application process will not take effect till 2021.
Timelines for Implementation within Saskatchewan
The Canada Soccer Club Licensing program is an opt-in program and it is not mandatory for any organization to participate nor will it impact the membership status of any organization within the SSA. The SSA is responsible for overseeing the Quality Soccer Provider, PTSO Level 1 and PTSO Level 2 classifications within the Club Licensing Program.
- Quality Soccer Provider – Annual applications accepted beginning October 1, 2019
- PTSO Level 1 & 2 – Annual applications accepted beginning October 1, 2020

To achieve these goals, the Canada Soccer Club Licensing Program takes a principle-based approach. Principles provide direction but are not prescriptive, allowing organizations to develop and select methods by which they will operate based on their available resources and unique situation and context.
