Please be advised of the following policy change that is in effect immediately.
CSA Rules and Regulations 6.5 Amateur Players - Transfer - General a) For a player who comes to Canada on or after the player is 10 years of age, the player must request and receive an international clearance from the CSA. |
ALL REGISTRARS PLEASE BE ADVISED: The implications of non-compliance with this FIFA regulation should be understood. A breach of the ITC policy at the local level can result in sanctions against the player, team, Member Organization, provincial Association and Canada Soccer through fines, suspension or loss of membership. Currently all players new to a Member Organization must declare where they played last season.
Registrars should be sure to verify eligibility according to this policy for all players from outside of Canada.
Please be aware and educate your members of this policy change and put practices in place to ensure that players coming from outside of Canada do not play until proper authorization is received.
Registrars please review the ITC Chart on the CSA website to ensure that the applicant and your organization are aware of the proper process.

8.5 International Player Transfer Requests
Amended - 8.5.1 For any player who comes to Canada on or after the player is 10 years of age; the player must request and receive an international clearance from the CSA. Without this certificate, the player is ineligible to play in Canada.
8.5.2 A player may request an International Transfer Certificate by completing the CSA International Transfer Application Form and submitting to the SSA, along with the applicable fee and documentation indicated on the SSA website and Canada Soccer ITC website.

8.5.3 Upon receipt of the completed International Transfer Application Form, the SSA will administer the request through the CSA and provide approval to the M.O. upon receipt. Players are NOT permitted to participate until approval has been received.
Sanctions
Individuals, teams and Member Organizations that are in non-compliance are subject to Sanctions. See SSA Policy & Procedures - Section Two - Articles 6.2.9 and 6.2.12 for further details.
